The study was conducted at St. Ignatius Slamet Riyadi II Elementary School with 25 fourth-grade students as subjects. The method used was Classroom Action Research (CAR), carried out in two cycles consisting of planning, action, observation, and reflection stages. Data were collected through observations, field notes, evaluation sheets, and learning outcome assessment and analyzed using quantitative and qualitative descriptive techniques. The results showed that the application of the Scramble learning model successfully increased student participation and understanding of Pancasila values. In the first cycle, the student achieved an average score was 72 with 56% mastery, while in the second cycle, the average score increased to 85 with 84% mastery. In conclusion, the Scramble learning model proved effective in improving Pancasila Education learning outcomes while also fostering student critical thinking, collaboration, and understanding of Pancasila values in daily life.
